3rd batch of pilot banks launch real estate "e-Registration" service in Guangzhou

  In order to further implement the national policy and deployment of "Internet + government services" and "matters handled without the need for a second visit", deepen the "reforms to delegate power, streamline administration and optimize government services", optimize the business environment, accelerate the "1230" real estate registration special operation to optimize the business environment, and create real estate registration reform with Guangzhou's characteristics, the 3rd batch of 11 pilot banks including Guangzhou Industrial Bank, Bank of Communications, Bank of Guangzhou, Bank of East Asia, Huaxing Bank, Nanyue Bank, China Zheshang Bank, Ping An Bank, Everbright Bank, Bohai Bank and China Guangfa Bank launched the "e-registration" service for real estate on June 26, 2019.

  Efficient and convenient "e-registration" service for real estate

  For businesses such as mortgage cancellation registration, the "e-registration" service for real estate in Guangzhou focuses on creating an online real estate registration that is easy and fast to handle and through government and bank data sharing. Guangzhou has integrated business that the masses regard as “one thing”, shortened the time limit and reduced the cost. Through online data transmission, mailing of certificates to home, etc., Guangzhou has further upgraded the "zero errands" experience at the bank to a paperless "zero errands" experience. The real estate registration agency does not consider paper application information as a prerequisite for approval and registration. Pilot banks do not use paper-based real estate registration inquiry data as the basis for pre-approval review, nor do they use real estate registration certificates as a prerequisite for lending.

  Expanding the scope of "e-registration" service for real estate

  In order to implement the national, provincial, and municipal reforms of "delegate power, streamline administration and optimize government services", improve real estate registration capabilities and work style building, and improve the convenience of real estate registration, Guangzhou launched "real estate registration + financial services + Internet" in July 2018. In September, Guangzhou established a series of service brands featuring "e-registration". The licensing activities for the first batch of real estate "e-registration" pilot banks were held on October 30. The Guangzhou branches of four major banks including Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China and China Construction Bank started the online application for the cancellation of mortgage registration, mortgage registration, and renewal registration. The licensing activities for the first batch of real estate "e-registration" pilot banks were held on February 26, 2019, and the scope of the banks was further extended to Guangzhou Rural Commercial Bank, China Minsheng Bank, China Merchants Bank, Shanghai Pudong Development Bank, Huaxia Bank, and Postal Savings Bank of China, covering state-owned banks, private banks and Guangzhou local banks. As of now, the "e-registration" service is available at more than 140 outlets of 21 banks. The mortgage approval time is reduced by 70 percent. Small and medium-sized enterprises can complete financing loans as soon as in one day. More than 4,000 businesses and over 70,000 inquiries of real estate information were completed through the "e-registration" service of major banks. Reforms in registration convenience have achieved certain results.

  2019 is the year of deepening the reform and service of real estate registration. Based on "WeChat face-recognition appointments", "integrated registration and taxation handling", "mailing of certificates to home", "20 Articles", "Guangzhou real estate e-community" and "WeChat inquiry of real estate", Guangzhou Municipal Planning and Natural Resources Bureau will further carry out the theme education of “remaining true to our original aspiration and remembering the mission”, further promote the special action of real estate registration, optimize the business environment, and innovate cross-regional cooperation linkage. By benchmarking the optimal model, Guangzhou will gradually expand the business scope of "zero errands" for enterprises and create a faster and more convenient real estate registration and government service environment.
